Chaffe McCall, L.L.P. is pleased to announce that Harold Watson has joined our Houston office effective immediately.
Hal has over 30 years experience in maritime and energy law representing domestic and foreign interests, with particular emphasis on insurance law. He represents insurers, oil and gas operators and contractors, shipowners, charterers, and others in marine, energy, construction, and coverage matters throughout the United States and abroad. Hal's practice will be supported by Chaffe's Houston and Louisiana offices and their existing insurance, maritime, international, and transportation practice.
Hal was previously a partner at Locke Lord, L.L.P and its predecessor firms, an associate of Vinson & Elkins, and a law clerk to Hon. Alvin B. Rubin, U.S. District Court, Eastern Division of Louisiana. He has also served as an adjunct lecturer in maritime law at Loyola University of New Orleans.
Hal is lauded by his peers in the legal community. Recently, The Texas Lawyer named him as one of the five "go to" maritime lawyers in Texas and, in 2011, he was named one of the three-dozen Super Lawyers in the field of insurance coverage in Texas. He is also regularly included in The Best Lawyers in America in maritime law.
Hal is a frequent lecturer, and sits on the planning committees, for the Houston Marine Insurance Seminar and the Tulane Admiralty Law Institute. Hal is currently the secretary of the Maritime Law Association of the United States and is a member of the Association of Average Adjusters of the United States. He formerly served as chairman of the Energy and Maritime Law Committee of the International Association of Defense Counsel and as a director of the Episcopal Foundation of Texas.
Hal earned a Master of Laws from Yale Law School in 1977, and graduated third in his class with a Juris Doctorate from Louisiana State University Law Center in 1974, where he served as associate editor of the Louisiana Law Review and was a member of Order of the Coif. Hal received his Bachelor of Arts from Louisiana State University in 1971. He is admitted to practice law in Louisiana, Texas and the United States Supreme Court and is a member of each corresponding bar.

I am a "Non-Lawyer Member" of the MLA, Section X - Page 14 and run an annual drive for used coats for the children of Baltimore, Maryland because the need is so great and these children must be kept warm during the winter season. It started about five years ago, while walking to my office I noted a young boy about 9 years old holding up a pair of pants that were obviously too big for him and only dressed with a scant tee shirt. He was on his way to school and I approached a Crossing Guide who advised me that the family were very poor and couldn't provide their children with adequate clothing. I made arrangements myself that day by purchasing 20 new coats, different sizes for the children of a school close to our home to ensure that they would have adequate coats for the winter. The need has grown because of the dire economic conditions that prevail in this country and I was hoping that the The Maritime Law Association of the United States might possibly consider assisting us in collecting coats, in all sizes and sending them to my home in Baltimore where we will promise to have them cleaned and given to the children. We make no conditions in the receipt of these coats and make sure that we provide coats to as many children as possible. We are currently having picked up 25+ coats, sweaters, scarves and toys for a school that houses families that are literally arriving from war torn areas of the world. We continue to collect from residents and neighbors and continue to provide as many coats as we can do so, but we need more to fill the needs of this community.
