Reso Fisheries Act The Resolution which I will read to you now takes no position on the merits of this statute, but urges only a delay in the
implementation of the requirements, a delay in the October 1, 2001 deadline for qualification of the mortgagees:

“BE IT RESOLVED:

“The Maritime Law Association of the United States takes a position in favor of extending the effective date of Section 202(b)
of the American Fisheries Act (the “AFA”) and 46 U.S.C. 12102(c)(4), as implemented by the AFA for at least 18 months
from the current effective date of October 1, 2001, to permit development and consideration of amendments to protect the
interests of the current holders of preferred ship mortgages on fishing vessels of 100 feet or greater in registered length and the
interests of the vessel owners.

“BE IT FURTHER RESOLVED:

That the President of the Association is hereby directed to communicate this position to the appropriate members and
committees of the United States Congress.”
